The baseline is considered as the key component of the
evaluation process because it gives the needed information on the context, the
conditions, and the people who are targeted by a project before its start. It
also serves as the initial benchmark to figure out how the targeted individuals
or group of people have changed during the implementation of the project and
what is the difference that the project has made for them. This difference can be measured by conducting
the end line assessment at the end of the project to measure the success of the
project.
